Cotecna appointed by KSO SCISI for Indonesia IVP

Cotecna, one of the world’s leading international trade inspection, security and certification companies, has been officially appointed by Indonesia’s KSO SCISI, to handle the inspection of Non - Hazardous and Non - Toxic (Non-B3) materials from the Asia zone, including the Middle East, to Indonesia.

As a subcontractor of KSO SCISI, Cotecna will carry out verification and surveys of all Non-B3 of Asia zone origin arriving in Indonesia and covered under the below mentioned Decree. This will include administration and field verification to provide information such as country of origin data and the description of the goods, the quality and type, the date of shipment and port of destination.

As part of the country’s IVP, KSO Sucofindo-Surveyor Indonesia (KSO SCISI), based in Jakarta, Indonesia, was appointed by the Directorate General of International Trade of the Ministry of Trade of The Republic of Indonesia to manage the verification of the country’s Non-B3 imports. KSO SCISI is a Joint Operation between two State owned companies, PT.Sucofindo and PT.Surveyor Indonesia, and acts as an independent surveyor for the verification of many other commodities within the country’s import verification program.

For Verification Order established effective 17th of July 2012, based on the Trade Minister’s Decree 39/M-DAG/PER/9/2009 of 9 September 2009, importation of all Non-B3 to Indonesia must carry a Survey Report.

Cotecna appointed by Ecuador Customs for new tracking
and transit monitoring service.

 

Cotecna, one of the world’s leading international trade inspection, security and certification companies, has been officially appointed by the Customs of Ecuador to monitor the traffic of containers that are in transit in Ecuador to bonded warehouses, temporary warehouses and Free Zones.

As published on 21 September by the National Secretariat of Ecuadorian Customs (SENAE) in their Bulletin 206-2012, Cotecna del Ecuador SA will provide the tracking and monitoring services for goods in transit in Ecuador. This service is aimed at importers whose goods are under Ecuador Customs’ custody from the time of their arrival in Ecuador until they reach their final destination.

This service guarantees the integrity of the container from the start of its journey to its destination without human intervention or interference. The service uses an electronic seal that is monitored via satellite through an online platform, periodically reporting the location of the container and its goods, and issuing alerts when there is an intrusion or diversion.

Cotecna signs scanners contract in El-Salvador

Cotecna, a recognized world leader in testing, inspection and certification, has signed a contract with the government of El Salvador for the installation and operation of non-intrusive inspection services.  Following an international tender launched in 2011, the contract was signed on December 21, 2012 between Senor H.E. Carlos Caceres, Minister of Finance of the government of El Salvador and Cotecna.  The project was duly ratified by the National Assembly of El Salvador as part of the Law on Customs Modernization.

The contract includes the purchase, installation and operation of 15 scanners and other inspection equipment as well as civil engineering works at the scanner sites. This public-private partnership comprises a 10-year concessionary during which time Cotecna will invest, hire the necessary staff and maintain the inspection equipment in eight different sites throughout El Salvador.  Sites include the land borders of Anguiatú, La Hachadura, El Amatillo and El Poy, the seaports of Acajutla and La Union International, the El Salvador airport and the principal Customs centre of San Bartolo.

Cotecna will employ and train about 150 local staff.

Cotecna appointed by COSQC to inspect goods imported into Iraq

Cotecna, one of the world’s leading international testing, inspection and certification companies, has been officially appointed by the Iraqi Central Organization for Standardization and Quality Control (COSQC), to handle the implementation of a verification of conformity program for goods imported into Iraq.  The contract was signed on 24th October 2012 and our operations will begin approximately three months after its publication.

Based on article 3 (clause 8) of Iraqi law n°54 of 1979, COSQC has been empowered by the Iraqi Ministry of Planning to launch this program.

As part of the country’s import verification program, Cotecna will carry out verifications and issuance of Certificate of Conformity (CoC) or Non Conformity Report (NCR) in countries of origin, as well as checks at specified border points in Iraq.

Cotecna signs a security inspection contract with the Republic of Burundi.

On March 29, 2013, Cotecna, one of the world’s leading companies in the field of international trade inspection and security, signed a contract to reinforce the operational capabilities of the National Security and Customs of Burundi.

Over a period of seven years, this Public Private Partnership will enable the deployment of non-intrusive detection technologies (two mobile cargo scanners) and an electronic tracking system that will secure the two major corridors leading to Bujumbura, the capital city of Burundi, from Kenya and Tanzania. Whilst ensuring the technical operation of the equipment, Cotecna will train staff to benefit fully from the equipment supplied. Finally, under this Build, Operate, Transfer (BOT) agreement, Cotecna will ensure the transfer of the know-how and necessary skills for the ongoing operation of the systems.

Cotecna appointed by SON to inspect goods exported to Nigeria

 
On February 1, 2013, Cotecna, one of the world’s leading international testing, inspection and certification companies, was officially appointed by the Standards Organisation of Nigeria (SON), to join Nigeria’s revised Standards Organisation of Nigeria Conformity Assessment Programme (SONCAP).

Based on Act n°56 of 1971 and susbsequent amendments, the Conformity Assessment Programme (SONCAP) was introduced by the Federal Government of Nigeria to address the concern of unsafe products entering the country.

As part of the SONCAP programme, Cotecna carries out the Verification of Conformity of imported goods and issues Certificates of Conformity (CoC) in the country of origin.

Cotecna accredited as a Philippine bulk cargo surveyor

On May 16, 2013, Cotecna Inspection SA, Philippines was officially awarded its accreditation certificate as a cargo surveyor under the Philippines’ bulk cargo program, by the Committee for Accreditation of Cargo Surveying Companies (CACSC).

This certificate accredits Cotecna as a bulk and break bulk surveyor for cargo entering the Philippines for the next three years and confirms that Cotecna complies with the requirements set by the Philippine government under their Administrative Order (AO) 243-A stating that, effective January 4, 2010, all bulk and break-bulk cargo entering the Philippines must be inspected by accredited surveying companies at their port of origin.

The objective of this AO is to streamline import procedures for bulk and break-bulk cargo imports. As an accredited surveyor, Cotecna is required to issue a report on the quantity, grade, etc. of all cargo shipments bound for the Philippines.

The importer complying with this procedure is able to file entries for the imported goods and pay duties, taxes and other fees at the pre-shipment stage. Confirmation of this procedure permits the importer to rapidly clear Customs upon arrival.

Angola PSI Program Update

On June 11, 2013, the Angolan government advised that the Presidential Decree No. 63/13 had come into force. The decree makes Pre-shipment Inspection (PSI) facultative for goods imported into Angola, thus as of June 12, 2013, mandatory PSI is no longer required.

Please note that all processes with a MINCO (DU) license prior to June 12, 2013, are still subject to the previous PSI regime and require the submission of the ADV (CRF) in Customs clearance procedures.

Cotecna continues to provide Facultative Pre-Shipment Inspection services in Angola. The advantages of carrying out Pre-Shipment Inspection are as follows:

  • Faster clearance: The “Green Channel” is still valid and in force. Merchandise which has undergone Pre-Shipment Inspection shall be cleared through Customs with less risk of being subject to scanner or physical inspection intervention upon arrival. Files with CRF will have speedy treatment, Customs verification of final documents details will be lighter and less risk of incurring demurrage/detention costs.
  • Minimize risk of incurring fines for missing/wrong declaration: assurance that the correct Tariff / HS code has been declared and how much import duty will be applied.
  • Verification of Goods: Cotecna will provide consistent and reliable quality control for the checking goods from suppliers. The sealing of FCLs will reduce the probability of your goods being tampered with. We will verify that the price, quantity, and Customs classification are consistent with the product declared.
  • Letters of credit: an L/C sometimes needs to be accompanied by an inspection certificate. This can speed up the bank transfer of funds to the supplier.

Cotecna Portugal meets with major exporters to discuss Angola’s new PSI Scheme: REGIPE

“ANGOLA – new reality, new challenges”

Cotecna Portugal held conferences, in Porto and Lisbon, to clarify doubts about the recent changes to the export process to Angola since the implementation of Presidential Decree No. 63/13 which came into force on June 12, 2013. The events were attended by close to two hundred exporters, freight forwarders and other export agents.

The main objective of these sessions was to communicate the advantages of the voluntary Pre-Shipment Inspection (PSI) program and to answer questions with regards to the new business reality in Angola.

Fausto Campos, General Manager, Cotecna Portugal, presented the Cotecna Group and underlined the importance of the Angolan market for Portuguese exports, showing an increase of more than 600% between 2001 and 2012 (largest increase after China with +1300%). Angola is the first export market for Portugal outside the E.U.

Vasco Albuquerque, Operations Manager, Cotecna Portugal, explained the differences between the old Decree which ended on June 11, 2013 and the current one. He clarified doubts about the new voluntary PSI scheme (REGIPE – REGulamento de Inspecções Pré-Embarque) and highlighted the advantages of using PSI services: faster transfer of funds, verification of goods, Customs tariff classification and faster clearance, in order to minimize risk and to avoid unnecessary costs in Angola.

Beth Stearns, VP Contract Management, Cotecna Geneva, declared: "this kind of event is very important for Cotecna as it allows us to meet face to face with our customers, especially in this period of important changes."

Cotecna and Orange enhance transit monitoring with Cotrack

Cotecna, a leading international testing, inspection and certification company, and Orange Business Services, a global IT and communications services provider, teamed up to provide a purpose-built track-and-trace solution tailored for Customs transit monitoring. This solution has been successfully implemented in Togo and other projects are underway.

The solution, based on Cotecna’s Cotrack® system and Orange’s M2M Intelligent Apps Enabler, sends data from the vehicle or goods container to a central system via GPRS. It can also incorporate electronic seals and security features. The web-based transit monitoring software allows for real-time monitoring via a graphical map interface with numerous functions such as logging control, events and alarm management, reports and so on.

The security of goods in transit is a core priority for governments with an increasing regulatory requirement for all journeys to be individually monitored. Cotecna was also looking for a solution that would speed up the Customs process at border points and combat illegal transit of goods with loss of Government duty and tax revenue, to secure and facilitate trade.

Cotecna appointed for Indonesia Non-B3 waste (UK zone)

Cotecna, one of the world’s leading international testing, inspection and certification companies, has been officially appointed by Indonesia’s KSO SCISI, to handle the inspection of Non-B3 waste paper shipments from the United Kingdom and Ireland to Indonesia, effective 19 August 2013. This is in addition to the Asia Zone (including the Middle East) currently handled by Cotecna.

As part of the country’s import verification program, KSO Sucofindo-Surveyor Indonesia (KSO SCISI), based in Jakarta, Indonesia, was appointed by the Directorate General of International Trade of the Ministry of Trade of The Republic of Indonesia to manage the verification of the country’s Non-B3 waste imports. KSO SCISI is a Joint Operation between two State owned companies, PT. Sucofindo and PT. Surveyor Indonesia, and acts as an independent surveyor for the verification of many other commodities within the country’s import verification program.

Effective 17 July 2012, the Trade Minister’s Decree 39/M-DAG/PER/9/2009 of 2 Sept 2009, requires all Non-B3 waste shipments to Indonesia to carry a Survey Report.

As a subcontractor of KSO SCISI, Cotecna will carry out verification and surveys of all Non-B3 waste exported from the Asia Zone (including the Middle East) and Non-B3 waste paper exported from the United Kingdom Zone (including Ireland) to Indonesia as per the above-mentioned Decree. This will include administration and field verification to provide information such as the description of the goods, the appropriate HS code, the date of shipment, and port of destination.

Cotecna to issue COC for cosmetic products in Saudi Arabia

Cotecna, one of the world’s leading international testing, inspection and certification companies, has been appointed by the Saudi Food and Drug Authority (SFDA) of the Kingdom of Saudi Arabia to issue Certificates of Conformity for cosmetic products imported to the Kingdom.

The agreement was signed on Monday 26th August 2013. As part of the SFDA Verification of Conformity program, destined to protect Saudi Arabian consumers from counterfeit or dangerous goods, Cotecna will ensure the compliance and conformity of cosmetic products according to applicable rules and instructions.

Cotecna will inspect the goods and carry out testing and analysis of the cosmetic products in internationally accredited laboratories and/or other laboratories in agreement with the SFDA. The Certificates of Conformity will be issued in the exporting country and must be submitted at the Saudi Arabian borders upon importation.

On September 29, 2013, Cotecna, one of the world’s leading inspection, testing and certification companies, was awarded, as the leading member of the consortium “Cotecna Inspection S.A. – Cotecna Sénégal SARL – Modelsis SARL”, a new mandate by the Directorate General of Senegal Customs.

This new mandate involves the continuation of activities related to the existing Import Verification Program, and the development of transit monitoring and scanner services, as well as new services optimizing data integration.

This success, which consolidates the leading position of Cotecna in West Africa, confirms the quality of work delivered by our teams in Senegal where Cotecna has provided Pre-Shipment Inspection (PSI) services since 2001. Mobile scanners were first introduced to the PSI programme in 2003 in association with a computerized risk management system and additional scanners were brought into the programme in 2010. E-tracking for transit monitoring was introduced in 2010 contributing further to Customs modernization and increase of revenue for Senegal.
